The largest concentrations of counties in noncompliance with the new standard are in the Los Angeles basin and interior central California; the urban corridor from New York City to Washington, D.C.; the region extending from Cincinnati to Pittsburgh; the Ohio River Valley; Atlanta; St. Louis; Chicago; and Detroit. The only other Western area was a small corner of northwestern Montana, listed because of mining activities near Libby, Mont.Hey...this looks a lot like the states that voted for Kerry. Microscopic soot might explain their lack of judgment.
